How to Register as a BMBE: A Complete Guide for Iloilo Entrepreneurs

The Barangay Micro Business Enterprise (BMBE) Act of 2002 (Republic Act 9178) is one of the most beneficial programs available to micro entrepreneurs in the Philippines. If you qualify, you can enjoy income tax exemption, minimum wage exemption for employees, and priority access to government financing.

Who Qualifies as a BMBE?

Any business entity or enterprise with total assets not exceeding PHP 3 million (excluding land) can register as a BMBE. This includes sole proprietorships, partnerships, cooperatives, and corporations.

Documents Required

  • Duly accomplished BMBE application form
  • DTI/SEC/CDA registration certificate
  • Business permit from the city or municipality
  • BIR registration certificate
  • Latest income tax return (if available)
  • Proof of total assets (balance sheet or sworn statement)

Where to Register in Iloilo

You can register as a BMBE at the Office of the City Treasurer of Iloilo City or at your local municipal hall. Registration is FREE and valid for two years.

Benefits of BMBE Registration

  • Income Tax Exemption — BMBEs are exempt from income tax on income from their registered operations.
  • Exemption from Minimum Wage Laws — While workers are still entitled to other benefits, BMBEs are exempt from the coverage of the minimum wage law.
  • Priority for Government Financing — BMBEs get priority access to credit from government financial institutions like Land Bank and DBP.
  • Technology Transfer — Access to free training and technology from government agencies like DOST and TESDA.

Steps to Register

  1. Get the application form from the City Treasurer's Office or download it from the DTI website.
  2. Fill out the form completely and honestly.
  3. Attach all required documents.
  4. Submit to the Office of the City Treasurer of Iloilo City.
  5. Wait for approval — the office has 15 working days to process your application.
  6. Receive your BMBE Certificate of Authority.

Once registered, you must renew your BMBE registration every two years. Keep track of your assets — if they exceed PHP 3 million, you are no longer eligible for BMBE status.
